Green Pass, which is a vaccination certificate, is a document proving that people have been vaccinated against the Coronavirus. This certificate also contains information about whether the person has been positive for Covid 19 in the last 6 months. If applicable, the Covid 19 negative test result obtained within the last 48 hours is also recorded on this certificate.

People with this document gain the right to enter closed areas such as cafes, bars, restaurants, shopping malls, movie theatres, stadiums and so on. The Green Pass, which began to be implemented in line with the decision taken by the Italian government and is also known as the “Green Pass” internationally, was announced as the “Reinforced Green Pass” document on November 24, 2021 and enforced after being accepted as a “Super Green Pass” document in the public. The main goal of the said application is to prevent the increase in cases in the coronavirus epidemic and to increase the demand for ongoing vaccination campaigns.

The Green Pass, which has become a mandatory document for urban public transport use and intercity journeys, is also among the plans to be put into practice in these countries in order to facilitate free movement among European Union member states. In the following stages, this application, in which the first steps have been taken to transform it into a global control system, continues to evolve in coordination under the supervision of the World Health Organization.

The Green Pass certificate minimises travel requirements, particularly the PCR test results of the certificate holders and information on whether they have developed antibodies.

What are the Requirements for Getting a Green Pass?

To obtain the Green Pass certificate, the administered vaccine must be approved by the European Medicines Agency (EMA) and the Italian pharmaceutical agency. The person who will receive the Green Pass must report all vaccinations or the Covid 19 negative test result within the past 48 hours. According to this:

  • Green Pass certificates will remain valid for six months from 7 days (for Pfizer vaccine) or 14 days (for Modern and AstraZeneca vaccines) after receiving the last dose of vaccines with two doses or more.
  • Vaccines approved by said agents; Comirnaty (Pfizer-BioNtech), Spikevax (Moderna), Vaxzevria (AstraZeneca), and the Covid 19 vaccine Janssen (Janssen-Johnson & Johnson).
  • If 15 days have passed since the first dose of these vaccines and the second dose of vaccine has been completed, or if the person can present the Covid 19 he/she has spent in the last 6 months with an official document, he/she can get the Green Pass certificate.

The Italian Ministry of Health states that the vaccination certificate of people applying for the purpose of entering Italy must show that the “vaccination cycle has been completed”.

-If the vaccination is a single dose of Johnson & Johnson, this is considered a completed vaccination cycle.

-If the administered vaccine requires 2 doses of vaccine to complete the vaccination cycle, the Italian Ministry of Health states that both doses must be completed in order to be considered vaccinated in parallel.

-There are also cases where a certificate of recovery is valid instead of a Green Pass in order to enter Italy.

Travellers from countries on the C list of the Italian Ministry of Foreign Affairs can enter Italy with an EU Digital Covid Certificate or an equivalent rescue certificate obtained through recovery and without quarantine.

People who have stayed in or passed through the USA, Canada and Japan within 14 days before entry (for those coming from D-list countries) can also use recovery certificates instead of vaccination certificates for entry without the need for quarantine.

Passengers who do not have a valid vaccination certificate and come from countries on the D list are quarantined for 5 days from their entry into Italy. Unvaccinated children are exempt from quarantine requirements on entry to Italy if they are travelling with a fully vaccinated parent. However, if the unvaccinated child is 12 years or older, they will not be able to enter the activities and venues where the Green Pass is required.

Travellers to Italy are also encouraged to use the interactive questionnaire provided by the Italian Ministry of Foreign Affairs to check the current entry requirements for their country of origin and the countries they have travelled to within 14 days before entering Italy. In this way, people can access more detailed information.

How To Get The Green Pass?

There is a different procedure for people who have been vaccinated in Turkey and Italy for Green Pass applications.

Green Pass certificate for people vaccinated in Italy can be obtained by authenticating with the AUTHCODE code, SPID or CIE credentials (if there is a health card), through the IO App, with the IMMUNI App (if there is a health card) or by accessing the electronic health record. Here, after vaccination, people receive an email or SMS notification containing AUTHCODE within 48 hours after the first dose. This notification also provides the opportunity to download the application to the phone.

For people who have been vaccinated in Turkey, it is possible to apply for a Green Pass through E-Nabız, HES or HealtPass applications.

Buying Green Pass Via E-Nabız

It is also possible to purchase a Green Pass through E-Nabız, which is a service application offered by the Republic of Turkey Ministry of Health for citizens to access the details of their medical résumés. For this, first of all, it is necessary to log in to the “enabiz.gov.tr” internet address. Afterwards, the Covid 19 section on the main screen is entered. Click on the EU Compliant Health Passport button on the page that opens, followed by the ‘Create Vaccination Certificate’ button in the Vaccination Certificate section. Vaccine doses on the page are listed with their respective dates. Here, 2 QR codes can be created by pressing the ‘View’ and ‘Create Certificate’ buttons. These generated codes are suitable for use within the EU Digital Covid 19 Certificate Program.

Buying Green Pass through Hayat Eve Sığar (HEPP) Application

HEPP application has been one of the most frequently used applications during the pandemic period. So much so that the HEPP code required to enter many closed areas in our country can be accessed from within this application. Just like the HEPP code, a Green Pass purchase can also be made through this application.

  1. For this, it is necessary to log in to the application and enter the ‘My Account’ section at the bottom right and add the passport information.
  2. Afterwards, return to the main screen and enter the ‘My Covid 19 Vaccine Information’ section from here. Here, a vaccination card can be created from the ‘My Vaccination Cards’ area and downloaded in PDF format.
  3. In the notification, “This data matrix was produced for electronic verification with the European Union Digital COVID Certificate Program.” The QR code next to the warning can be used with the Green Pass feature.

Buying Green Pass through the HealthPass App

Health Pass application is an application where people can store their vaccination proof, test and immunity certificates in international standards and it can be used easily during travel. In order to have a Green Pass certificate in this way, it is necessary to first download the HealthPass application.

  1. By logging into this application that downloads to the phone, the ‘Add Digital Health Certificate’ button is pressed.
  2. Then, the QR code received from E-Nabız is read to this application.
  3. Afterwards, the code called TAN code, which is also under the E-Nabız QR code, is entered and the save button is pressed.
  4. After getting the approval, return and enter the ‘Digital Health Wallet’ section.
  5. The vaccination certificate can be viewed here.

However, it is recommended to create a QR code with the second dose vaccination from the E-Pulse account. In this way, the number of doses can be seen in the Vaccination Certificate section.

Who Can Get A Green Pass?

Green Pass Digital Covid certificate can be acquired by people who have had both doses of BioNTech-Pfizer, Moderna, AstraZeneca and Johnson and Johnson vaccines, those who have a negative test result taken 48 hours before travel, or those who have developed antibodies in their blood by having coronavirus in the last 6 months.

This certificate, which is checked upon departures abroad, is valid in all European Union countries as well as Iceland, Liechtenstein, Norway and Switzerland. No additional Covid 19 restrictions or testing requirements are applied to passengers arriving with a certificate. Thanks to this application, comfortable circulation within the country of travel is possible and vaccination, immunity and other health information are easily shared with country authorities and airline companies. There is no Green Pass requirement for children under the age of 12.

Green Pass Validity Period

Considering the vaccine cycle, the certificate is created within 48 hours after the first dose, but is valid from the 15th day following this dose until the second dose is administered. After this period, the Green Pass certificate to be obtained with the second dose applied is valid for 270 days (approximately nine months).

There is a different validity period for people who have previously been positive for coronavirus and have recovered. If the person had a Covid 19 infection before being vaccinated, the certificate is also created the day after the patient is determined to have recovered with a negative test result. The certificate obtained in this way is valid for 6 months (180 days).

A Green Pass certificate for people who are positive for Covid 19 after the completion of the first vaccination cycle or after the 3rd booster dose is generated on the day of full recovery. This document can be used continuously, without the need for additional booster doses, until the end of its validity in the European Union and from the beginning of its validity in Italy. The validity of the Green Pass obtained after the Covid 19 test is 48 hours if it’s seen as a negative result of a rapid antigen test performed in pharmacies. According to the negative result of molecular PCR tests, it is valid for 72 hours.
